The county board approved an Ambulance Service Plan to steer ambulance operations in 2016 that included the requirement that an advisory council be convened to “allow for expert review and recommendation of system improvements.” That requirement went into effect in 2018, but the county failed to act on it as it relied on other advisory committees instead, officials said.
